ABROGATION OF ARTICLE 370: IMPACT ON KASHMIR’S ECONOMY

‘Change is never easy, but it often lays the foundation for progress’

The transformation of Jammu & Kashmir entered a new chapter on August 5, 2019, when its special constitutional provisions were revoked, fully integrating it with the Indian Union. The decision stirred debate across the country, with some expressing concern over its potential impact on the region’s economy. Yet, in the years since, Jammu & Kashmir has shown quiet but steady progress. Rather than stagnating, the region has embraced new avenues for growth, with development projects, private investments, and community initiatives driving a gradual economic revival and long-term prospects for stability.

Initially, there were fears of disruptions in daily life and business operations. Tourism, handicrafts, and horticulture, the backbone of the local economy, faced temporary setbacks due to restrictions in communication and movement. However, these challenges proved short-lived. By the following year, the economy began regaining its footing, backed by community resilience and targeted government support. Rather than descending into decline, key sectors began to recover, with reforms and fresh investments offering momentum for change.

Tourism, one of the Valley’s most important sectors, began bouncing back after a brief lull. In 2022 and 2023, the region recorded historic tourist inflows. Hotels, guesthouses, and transport services revived as destinations like Gulmarg, Sonamarg, and Pahalgam saw renewed attention. Upgraded infrastructure and a safer, more welcoming environment played a key role in rebuilding confidence. Beyond traditional sightseeing, new forms of tourism such as winter sports, cultural festivals, and adventure activities created diverse opportunities for employment and entrepreneurship. Infrastructure has seen accelerated progress in the past few years. Roads and tunnels now connect far-flung areas with economic hubs, while power supply, water systems, and internet access have improved significantly. These upgrades not only improve quality of life for residents but also support local businesses. One landmark project, the Udhampur–Srinagar–Baramulla railway line, promises to boost connectivity and reduce travel time. As a result, logistics, trade, and mobility have become easier, attracting investors and entrepreneurs to explore new ventures in the region.

Agriculture and horticulture continue to thrive with modernisation. J&K’s renowned produce, like apples, walnuts, and saffron, has benefited from cold storage facilities, advanced packaging systems, and better market access. GI tagging for saffron, integrated farming approaches, and support for organic cultivation have further enhanced value and income. Farmer training, direct market linkages, and diversification into floriculture are allowing rural communities to explore new revenue streams beyond traditional farming.

One of the most promising developments since 2019 has been the arrival of private sector investments. Initiatives promoting startups, streamlined permissions, and targeted incentives have brought new industries into the fold, from food processing and IT services to renewable energy and textiles. These investments have not only created jobs but also supported skill development among the youth. Training centres and livelihood programmes, especially for women and first-time workers, are steadily enhancing the region’s human capital.

Handicrafts and local artisan industries have also seen a revival. Iconic Kashmiri crafts, such as pashmina, papier-mâché, woodwork, and hand-knotted carpets, are now reaching wider markets thanks to digital platforms and government-sponsored exhibitions. Craftspeople are receiving training in branding, packaging, and digital selling, enabling them to preserve cultural heritage while increasing their earnings. This blend of tradition and technology has opened new doors for sustainable livelihoods.

Educational opportunities are expanding as well. New colleges, skill institutes, and scholarship programmes have enabled young people to pursue careers in modern agriculture, information technology, and hospitality. By aligning education with emerging economic sectors, the region is laying a strong foundation for long-term growth.

Today, Jammu & Kashmir is steadily moving toward economic diversification. While traditional strengths like tourism and horticulture continue to thrive, newer sectors, such as logistics, clean energy, and digital services, are beginning to take root. Reforms in governance, improved infrastructure, and investor confidence are creating an environment conducive to inclusive development. With continued collaboration between local communities and institutions, Jammu & Kashmir is poised to emerge as a dynamic, self-reliant economy that protects its cultural identity while embracing a progressive future.
