New Delhi, Jan 29 (JKNS): In a significant move toward fortifying India’s internal security and humanitarian response framework, HQ Western Command, in strategic partnership with the National Disaster Management Authority (NDMA), concluded Western Command Disaster Management Conclave on Disaster Risk Resilience yesterday.
The conclave brought together a formidable assembly of military top brass, NDMA policymakers, and academic innovators to transition India from a “reactive” disaster response model to a “proactive” resilience-based architecture.
The event commenced with a series of high-level addresses setting the vision for national safety. Lt Gen Syed Ata Hasnain (Retd), Member NDMA, delivered the Opening Address, followed by a Keynote from Shri Rajendra Singh, Member & HoD, NDMA. The Plenary Address was delivered by Lt Gen Manoj Kumar Katiyar, GOC-in-C, Western Command, who emphasized the Indian Army’s role as the “preferred responder” in extreme crises.
The dialogue centered on Military-Civil Fusion, with Shri Manish Bharadwaj, Secretary NDMA, and Lt Gen Ajay Chandpuria, GOC 11 Corps, discussing the harmonization of protocols to optimize the “Golden Hour” in relief operations.
A primary focus of the seminar was the integration of cutting-edge technology into disaster governance:
Advanced Analytics: Dr. Kala Venkat Udhay (IIT Mandi) presented breakthroughs in remote sensing and landslide early warning systems, while Shri Mohammad Afzal (Jt Secy, MoP) addressed vulnerability reduction in hydroelectric river basins.
Lessons from the Field: Shri Santosh Kumar, Commandant 7th Bn NDRF, provided a critical analysis of resource mobilization and recycling challenges encountered during the 2025 floods, offering proposed solutions for future urban and rural inundations.
The AI Frontier: A panel featuring Shri KK Pant (Addl Chief Secy, HP), Ms. Snober Jamil (SDMA, J&K), and Shri Mohsen Shahidi (DIG Ops, HQ NDRF) explored the gaps in state-level frameworks and the transformative potential of AI in disaster management.

Parallel to the technical sessions, a cutting-edge exhibition served as a live demonstration of India’s growing indigenous capabilities.
AI-integrated early warning systems and satellite-linked communication modules that remain operational during total network collapses.

The seminar identified specific “Action Points” for 2026, including joint training calendars and a unified command structure.
