Kochi Water Metro Model Explored for Dal, Jhelum as Kashmir Eyes Inland Water Transport

Kochi, Feb 2 (JKNS): As the Jammu and Kashmir government explores sustainable and congestion-free urban mobility options, the Kochi Water Metro model is emerging as a potential blueprint for developing inland water transport across Kashmir’s major water bodies, including Dal Lake and the River Jhelum.

Officials told news agency JKNS that officials of Kochi Water Metro, a subsidiary of Kochi Metro Rail Limited (KMRL), have completed a detailed field assessment in Jammu and Kashmir and submitted a feasibility report to the Union Territory government.

The study examines the scope for introducing an electric-powered water transport system suited to Kashmir’s geography, climate and ecological sensitivities.

They said the KMRL team surveyed Dal Lake, Jhelum River, Nigeen Lake and select canal stretches, assessing navigability, water levels, environmental impact and potential passenger demand.

The report proposes possible routes, jetty locations, vessel designs adapted for colder conditions and integration with existing transport networks.

Urban planners believe an organised water transport system could help reduce traffic congestion in Srinagar, lower pollution levels in environmentally sensitive areas and revive the historic role of the Jhelum as a key transport artery. The model could also generate green employment and offer tourists a regulated, eco-friendly travel option.

Managing Director KMRL Loknath Behera said a comprehensive feasibility report has been submitted to the J&K government and expressed hope that the proposal would be examined positively.

He noted that the Kochi Water Metro’s success lies in its focus on electric boats, seamless connectivity, safety standards and environmental safeguards.

Chief Operating Officer Kochi Water Metro Sajan John said Kashmir shares several similarities with Kerala in terms of water-based geography and has the potential to adapt the Kochi model to local conditions.

He added that the initiative could significantly improve urban mobility while supporting tourism and livelihoods.

The Kochi Water Metro, inaugurated by Prime Minister Narendra Modi in April 2023, currently operates battery-powered boats across multiple routes and terminals, connecting islands and suburbs with city centres.

Officials said feasibility studies for similar systems have been conducted in several cities, including Srinagar.

Notably, the Inland Waterways Authority of India (IWAI) and the Jammu and Kashmir government have already signed an MoU to develop an urban water transport system in Srinagar on the Kochi Water Metro pattern.

The proposed project envisages electric-hybrid boats operating on Dal Lake and the Jhelum, aimed at promoting eco-friendly and efficient urban mobility.

If implemented, the initiative could mark a major shift towards sustainable transport in Kashmir, drawing inspiration from Kerala’s pioneering water metro experience.

Meanwhile, details available with JKNS stated that, Divisional Commissioner Kashmir, Anshul Garg, along with Secretary Transport, Avny Lavasa on February 2, 2026, chaired a meeting to review the removal of bottlenecks for water transport of the Inland Waterways Authority of India’s (IWAI) envisaged project of River Jhelum.

The meeting was participated in by Deputy Commissioners of Srinagar, Budgam, Baramulla and Ganderbal; RTO Kashmir; Chief Engineers KPDCL & PWD; engineer from I&FC and PWD departments; and the IWAI Coordinator.

At the outset, the IWAI Coordinator gave a detailed presentation on the bottkenecks of the project and highlighted the required interventions.

Addressing the meeting, the Divisional Commissioner directed IWAI to take possession of land at two identified locations and to conduct a joint inspection to identify land for the third location.

It was informed that out of eight proposed locations, four have already been taken over by IWAI.

Regarding issues related to HT and LT power lines, the Divisional Commissioner instructed IWAI to share a detailed list of site-specific issues with the Chief Engineer, KPDCL, for preparation of removal estimates.

Similarly, the PWD was directed to assess removal of cofferdams under bridges and to facilitate necessary clearances.

The Divisional Commissioner also appointed RTO Kashmir as the nodal officer to ensure close coordination and effective communication among all concerned departments.

While directing for joint inspection of agencies for assessing site interventions, he emphasized that a consolidated report outlining all required interventions be compiled and submitted within one week. (JKNS)
