Srinagar, Apr 20 (JKNS): JKADCSA has opposed the draft recruitment rules, submitting objections to the Revenue Department and raising the issue with the Divisional Commissioner Kashmir over concerns affecting promotions and career growth.

In a statement issued here to news agency JKNS, association said, JKADCSA submitted objections against the recently proposed draft recruitment rules besides calling on the Divisional Commissioner Kashmir and submitted a comprehensive representation highlighting serious concerns regarding the recently issued draft recruitment rules by the Revenue Department.

The delegation underscored that the clerical fraternity of the Revenue Department has been grappling with severe stagnation for more than three decades due to the absence of adequate promotional avenues. They pointed out that a significant number of employees have retired without receiving even a single promotion, resulting in widespread dissatisfaction and demoralization across the cadre.

Expressing strong objection to the proposed provisions, the Association stated that key promotional posts such as Wasil Bagi Nawis (WBN), Mohasib, and Sadr Mohasib traditionally meant for the advancement of Junior Assistants have now been proposed to be filled through fresh recruitment. This move, they asserted, effectively deprives in-service employees of their legitimate career progression.

The representatives further highlighted that the existing 10 percent quota of Patwari posts, previously reserved for promotion of Junior Assistants, has been excluded under the draft rules. They cautioned that such measures could disrupt the established promotional hierarchy and intensify long-standing stagnation within the department.

Describing the draft recruitment rules detrimental to employee welfare, the Association warned that the proposed changes pose a serious threat to the career growth of Revenue Department employees and could lead to increased discontent if not addressed promptly.

In their representation, the Association appealed to the Hon’ble Lieutenant Governor, Hon’ble Chief Minister, Financial Commissioner Revenue, Commissioner Secretary Revenue, and both Divisional Commissioners of Kashmir and Jammu to intervene and review the proposed rules in the interest of fairness, justice, and administrative efficiency.

The Association put forth the following key demands:

Redesignation of existing posts of WBN, Mohasib, and Sadr Mohasib as Senior Assistant, Head Assistant, and Section Officer respectively, instead of filling them through fresh recruitment.

 

Reservation of 40% Patwari quota for ministerial staff (MTS) to ensure equitable promotional opportunities and in the interest of the general public at large.

 

Creation of posts of Senior Assistant, Head Assistant, and Section Officer in newly established administrative units, as well as in Registrar and Sub-Registrar offices, on par with other departments.

 

Enhancement of the promotion quota for MTS from the existing 25 percent to 40 percent to mitigate prolonged stagnation.

 

The Association expressed hope that the administration will adopt a pragmatic and sympathetic approach and initiate necessary amendments to safeguard the interests, morale, and career progression of employees.

 

Reaffirming its commitment to constructive engagement, the delegation urged the government to ensure that recruitment policies are framed in a manner that upholds fairness, transparency, and growth opportunities for in-service personnel. (JKNS)
