Smart Meter Push Intensified: Govt Orders Time-Bound Installation, Strict Compliance Across Departments

Srinagar, Apr 29 (JKNS): The Jammu and Kashmir Finance Department has reiterated its directions for the expedited installation of pre-paid smart electricity meters across all government offices, public sector units, corporations, and institutions, emphasizing strict adherence to the revised system of power consumption and billing.

 

According to a circular, as per news agency JKNS, issued in continuation of earlier instructions under the Revamped Distribution Sector Scheme (RDSS), all Administrative Departments have been asked to coordinate with the Power Development Department and its DISCOMs to ensure early installation of smart meters in government buildings and residential quarters.

 

The circular further directs departments to clear all pending electricity dues from available funds after proper reconciliation of bills, alongside the installation process. It states that post-installation electricity payments shall be made through pre-paid mode by Drawing and Disbursing Officers (DDOs) using allocated budgetary provisions, similar to other utility payments.

 

It also mandates departments to monitor electricity consumption closely to ensure it remains within sanctioned budget limits. However, in case of essential service departments, additional fund requirements may be considered by the Finance Department based on justified estimates.

 

The government has also instructed departments to submit future fund projections after the successful implementation of the pre-paid system, ensuring a smooth transition from the conventional billing mechanism to a more efficient and accountable framework. (JKNS)
