J&K Govt Reconstitutes Panel to Monitor Departmental Promotions Across All Services

Srinagar, May 11 (JKNS): The Government of Jammu and Kashmir on Monday ordered the reconstitution of a High-Level Committee to monitor the conduct of Departmental Promotion Committees (DPCs) across all departments in the Union Territory, aimed at ensuring timely promotions and addressing stagnation in government services.

 

As per Government Order No. 895-JK(GAD) of 2026 issued by the General Administration Department, Civil Secretariat, Jammu and Kashmir, and accessed by news agency JKNS, the High-Level Committee has been reconstituted in supersession of all previous orders on the subject.

 

The committee will be chaired by Anil Kumar Singh, IAS, Financial Commissioner (Additional Chief Secretary), PW (R&B) Department. M. Raju, IAS, Commissioner/Secretary to the Government, General Administration Department, and Shabnam Kamili, JKAS, Commissioner/Secretary, ARI & Trainings Department, have been appointed as members.

 

Achal Sethi, Commissioner/Secretary to the Government, Department of Law, Justice & Parliamentary Affairs, will also serve as a member of the committee.

 

As per the Government Order, the committee has been constituted to monitor the timely conduct of Departmental Promotion Committee meetings across all administrative departments and subordinate offices in Jammu and Kashmir.

 

It will also address issues of service stagnation and prepare roadmaps for career progression of employees across various services in the Union Territory.

 

The committee has further been tasked with ensuring timely filling of promotional vacancies to avoid ad-hoc promotions and additional charge arrangements in government departments.

 

The order states that the committee shall be serviced by the concerned departments whose agenda is under review, and all decisions taken will be recorded and submitted to the General Administration Department for further appraisal and necessary action. (JKNS)
