Srinagar, May 18 (JKNS): The Government of Jammu and Kashmir, Public Works (R&B) Department on Monday ordered the placement of Junior Engineers as In-charge Assistant Engineers (Civil) on a temporary and look after basis in the interest of administration.
According to Government Order No. 174-PW(R&B) of 2026 dated 18-05-2026, as per news agency JKNS, sanction has been accorded to the assignment of temporary charge of Assistant Engineer (Civil) to Er. Amit Digra, Junior Engineer (Civil), Degree Holder, in his own pay and grade until further orders.
The order states that the arrangement shall be purely temporary and meant to man the post against a temporary vacancy till the vacancy accrues under the relevant quota or till posts are filled as per the provisions of Engineering (Gazetted) Service Recruitment Rules, 1978 as amended, whichever is earlier.
The government has clearly mentioned that the arrangement shall not confer any preferential right for substantive promotion, regularization or confirmation and shall be subject to rules and approval through DPC/J&KPSC.
It further provides that the arrangement shall remain subject to the outcome of any writ petitions pending before competent courts and shall be reversible at any time without prior notice in case of adverse reports or claims from eligible candidates.
In continuation, several Diploma-holder Junior Engineers (Civil) have also been placed as In-charge Assistant Engineers (Civil) in their own pay and grade, including Showkat Ali, Sudesh Kumar (SC), Mahsin Hakak, Bi Nazir Akbar, Shakeel Ahmad Hakeem, Riyaz Ul Haq Mintoo, Gulzar Ahmad Hakeem, Ashok Singh Slathia, Sanjay Kapoor, Mohd Iqbal Reshi (ST), Punit Gupta, Abdul Majid Sheikh, Syed Yousaf Shah, Javeed Ahmad Wani and Sanjay Thusoo.
The order further clarifies that the arrangement shall remain interim and stop-gap in nature, without conferring any right for regular promotion or confirmation, and shall be subject to judicial outcomes and administrative review.
It also states that all officers shall continue at their present place of posting until further orders, and charge allowance as admissible under rules has been sanctioned as per Finance Department circular. (JKNS)
