J&K Govt Shifts Legislative Business NeVA Portal Ahead of Autumn Assembly Session

Assembly goes paperless; All departments directed to process Bills, questions, assurances, notices and other legislative documents digitally; Nodal Officers to coordinate with Assembly Secretariat

Srinagar/Jammu, Sept 1 (JKNS): The Jammu and Kashmir Government has directed all Administrative Departments to process and manage legislative business through the National e-Vidhan Application (NeVA) Portal for the upcoming Autumn Session of the Jammu and Kashmir Legislative Assembly, beginning September 21, 2026, as part of the transition towards paperless legislative functioning.

The directions have been issued by the Department of Law, Justice and Parliamentary Affairs through Circular No. 13-JK(LD) of 2026, dated September 1, 2026, a copy of which lies with news agency JKNS, following the implementation of NeVA in the Jammu and Kashmir Legislative Assembly.

The NeVA platform is a digital system designed to facilitate paperless functioning of Legislative Assemblies and streamline the processing, management and disposal of legislative business.

The department said that legislative business relating to the ensuing Autumn Session, commencing on September 21, is required to be processed and managed through the NeVA Portal.

It further stated that questions received from Members of the Legislative Assembly (MLAs) have already been forwarded by the Assembly Secretariat to the concerned departments, while login credentials of the departments have also been created.

Accordingly, all Administrative Departments have been directed to access their respective NeVA accounts on a daily basis and ensure timely processing of legislative business concerning their departments.

The circular covers Government Bills, legislative proposals and amendments, replies to Legislative Assembly questions, assurances, notices, references and other related documents.

The departments have been instructed to ensure that all documents uploaded on the portal are complete, duly authenticated and correspond with the approved version of the relevant proposal or document.

Each Administrative Department has also been asked to designate a Nodal Officer/NeVA Coordinator, wherever such an officer has not already been designated. The designated officers will coordinate with the Legislative Assembly Secretariat and the Department of Law, Justice and Parliamentary Affairs and handle legislative business received through the portal.

The Government has further directed the concerned departments to make all necessary arrangements before commencement of the session to ensure a smooth transition to the electronic system and prevent delays in legislative business.

In case of technical difficulties concerning the NeVA Portal, departments have been advised to take up the matter with the Legislative Assembly Secretariat or the concerned technical support team.

The Administrative Secretaries have been specifically asked to ensure effective implementation of the new digital arrangements in their respective departments from the forthcoming Autumn Session.
