Rafiabad, October 28: Two persons, including a 16-year-old boy, lost their lives after a mound of sand collapsed during extraction in the Dachanpara area of Rafiabad in north Kashmir’s Baramulla district during the intervening night of Tuesday and Wednesday.
The deceased have been identified as Javid Ahmed Mir (28) and Mohammad Anees Malik (16), both residents of Duchanpara, Rohama Rafiabad.
According to officials, the victims were engaged in sand extraction when the mound suddenly caved in, burying them beneath the sand. Their bodies were recovered early Wednesday morning.
Following the tragic incident, Additional Deputy Commissioner (ADC) Sopore, S.A. Raina, emphasised the need for a scientific assessment of sand extraction sites and strict regulation of minor mineral extraction to prevent such tragedies in the future.
The ADC called upon the Geology and Mining Department to take the lead in scientifically assessing the site and formulating a comprehensive plan to ensure safe and regulated extraction of minerals.
He said the administration had already taken up the matter with the concerned department and issued reminders, adding that the issue would be raised again to ensure appropriate action.
Warning people against unauthorised mineral extraction, particularly in mountainous areas, ADC Raina said that loose soil, unstable sand deposits and difficult terrain could pose serious risks to human life.
“You should not extract it illegally because you are putting your life at risk. If proper permission is obtained and the mineral is explored scientifically, extraction can be carried out safely,” the ADC said.
He stressed that mineral extraction must be undertaken only after proper assessment, authorisation and adherence to safety measures, noting that scientific planning and regulatory oversight are essential to minimise risks and protect lives.
Meanwhile, authorities have taken cognisance of the Rafiabad incident, and an investigation has been initiated to ascertain the circumstances that led to the tragedy.
The incident has once again highlighted the urgent need for effective monitoring of sand extraction activities and strict enforcement of safety regulations to prevent further loss of life.
