Formulation, implementation of District Development Plan finalized at B’gam

Rs. 791.57 Cr plan ceiling approved for 3 tier Panchayat plan spending

BUDGAM, APRIL 22: A meeting cum workshop to discuss formulation and implementation of District Development plan was convened here today under the Chairmanship of DDC Chairman, Nazir Ahmad Khan and District Development Commissioner Budgam Shahbaz Ahmed Mirza here.

Vice Chairman DDC Budgam Nazir Ahmad Jahra, BDC President Gh Hassan Khan all elected DDCs and BDCs also joined the daylong proceedings.

Speaking on the occasion, the DDC Chairperson appreciated and hailed the initiative of District Administration particularly District Development Commissioner for organizing such kind of workshop and providing basic opportunity in having one to one interaction with all stakeholders including all PRI representatives and District Administration.

He said today’s workshop will have a pivotal impact on their future engagements relating to discharging of assignments, particularly public interest values who put their faith and hope on our sincerity. He said their future performance will be keenly observed and tested as they are the public representative duly elected by them.

He said that as public representatives, they cumulatively assure District Administration and its officers that there will be a committed and sincere cooperation from all PRI representative upon whom interests of common people are involved, subsequently he also hope that the administration in response shall also envisage their cooperation with zeal and zest leaving aside all confusion, any discrimination or tardy approach.

In his welcome address to the workshop, the District Development Commissioner presented a detailed preview of District Development Plan, its system of formulation and implementation besides overall plan ceiling for District under 3 tier PR system at DDCs, BDCs and panchayat level through power point presentation.

The DDC said that under this ceiling plan for district Rs. 791.57 Cr. have been approved and simultaneously provided including shares from its Distrct Capex component loan CSS and CSS(MS). He said development plan focus and monitoring will be on those projects that have high visibility, higher impact and high implementability. Simultaneously projects which do not have adequate preparedness for implementation shall not be taken up.

He said District and Sectoral officers  concerned with District Development Plan shall earmark sufficient allocation for completion of all ongoing schemes in due consultation with all concerned PR institution and representatives.

The DC directed DPO Budgam to formulate a comprehensive schedule and calendar for all 296 panchayat phase wise where besides organizing Gram Sabhas all concerned and representative of departments who are scheduled to be present along with other PRIs representatives in order to facilitate the preparation of action plan for the concerned panchayat Halqas.

He urged that while formulating any plan each work be identified with reason and justification and requirement status to ensure equitable regional development. He said each BDC Grant has been fixed at Rs. 25.00 lacs per Block.

Simultaneously DDC Grant will be at Rs. 10 Cr. per district to execute the plan at DDC level. it will be necessary to ensure that issues between different blocks are addressed, where it involves more than one Block, Such issues shall be addressed at Distrct Level.

The daylong workshop was also  attended by ACD, Dr. Nasir Ahmad, SE Hydraulics, CPO, all Ex. Engineers, all District/sectoral officers, DPO and all BDOs.
