ANANTNAG, SEPTEMBER 26: A review meeting regarding Change in Land Use (CLU) Policy under the Chairmanship of Deputy Commissioner Anantnag, Dr Basharat Qayoom was today held at Dak Bungalow, here.
Representatives from various line departments involved in authorizing change in land use were present during the meeting.
At the outset, Assistant Commissioner Revenue Anantnag informed the participants that 265 applications have been received under the Change in Land Use Policy. While 29 applicants have been given permissions, 19 applications have been rejected and 217 applications are under process.
There was thorough deliberation on various aspects of the policy including timelines and criterion for evaluation of applications by concerned departments for furnishing NOCs.
The participants deliberated on feedback being received from Asstt Town Planners in providing NOCs, issue of illegal constructions in rural areas and need for joint efforts by various departments, role of different departments particularly those of municipalities while processing CLU cases falling within urban areas and responsibilities of various departments in highlighting construction violation as per various laws in vogue.
Regarding right of way issues in case of developmental works, several participants apprised the chair that most such issues have already been tackled. Further, it was assured that any developmental works stuck due to ROW issues will be resolved shortly.
A detailed feedback was also solicited particularly from CEO PDA / KDA, SDMs, Tehsildars, BDOs and EOs with discussion on steps to be taken to ensure smooth processing of CLU cases.
The DC emphasized that since CLU cases involve comments from various departments, there is an increased need for inter departmental coordination. He said that there is no scope of unnecessary delays and swift decisions must be made on each case received.
He said the CLU policy is a game changer and will be beneficial to the public as well as to the exchequer.
On the issue of illegal constructions, he said that not only do illegal constructions hamper planned development of an area leading to allied issues like traffic congestion, pollution, inconvenience to the public but they also result in loss of govt revenue. It is as such necessary to adopt a no nonsense approach in all such cases.
He said that sensitization of the public is necessary to ensure that any illegal activities are reported and field functionaries must remain vigilant and take immediate action against illegal constructions.
