DoPPW conducts Digital Life Certificate campaign in Srinagar

Srinagar: The Department of Pension & Pensioners Welfare (DoPPW) organised a  (DLC) camp in Srinagar today as part of the Nationwide Digital Life Certificate (DLC) Campaign 3.0. 

This campaign, aimed at assisting pensioners with the digital submission of life certificates, was hosted at the State Bank of India (Main Branch) Residency Road and at the India Post Payments Bank in the General Post Office (GPO) Building Srinagar. 

DoPPW is organising this campaign in November 2024 across the nation with an objective of streamlining the submission of life certificates for pensioners via Face Authentication technology. This approach allows pensioners to submit their certificates conveniently through Aadhaar-based face recognition on Android smartphones.

Pravesh Kumar, Under Secretary from DoPPW, visited the camp locations to assist pensioners in using various digital methods for life certificate submission. During the camp, the officers of UIDAI, SBI and IPPB assisted the pensioners. The Pensioners’ Welfare Associations also participated in the campaign.

The objective of the campaign is to ensure that even pensioners in remote areas or with limited mobility can benefit from this streamlined and accessible system. Earlier, pensioners were required to visit Pension Disbursing Authorities to submit life certificates, which was challenging, especially for elderly individuals. 

In 2014, DoPPW introduced Digital Life Certificates (Jeevan Pramaan), followed by the launch of Face Authentication technology in 2021, which eliminated the need for biometric devices and made the process more accessible. 

Building on this progress, in 2022 DoPPW organized a nationwide campaign across 37 locations, generating 1.41 crore DLCs with 42 lakh submissions from Central Government pensioners. In 2023, the campaign expanded to 100 locations, producing over 1.47 crore DLCs.

This year, Campaign 3.0 aims to further broaden accessibility by covering 800 locations nationwide, running from November 1 to November 30, 2024 embodying a “Whole of Government” approach by bringing multiple stakeholders together. Key partners include Banks, India Post Payments Bank, Pensioners’ Associations, UIDAI, MeitY, Ministry of Defence, Ministry of Railways, and the Department of Telecommunications. 

Camps will be set up across different cities to assist pensioners in digital submissions, with special arrangements made for super-senior or disabled pensioners, including home visits. Additionally, social media will promote the campaign, with DoPPW oversight via the DLC Portal.
