Srinagar; In a significant move aimed at addressing the long-pending demands of thousands of temporary employees across Jammu and Kashmir, Lieutenant Governor Manoj Sinha has formally recommended the introduction and consideration of a landmark bill in the Union Territory’s Legislative Assembly.
Acting under the powers conferred by Section 36(1) of the Jammu and Kashmir Reorganisation Act, 2019, LG Manoj Sinha has proposed the “Jammu and Kashmir Civil Services (Special Provisions for Regularization of Adhoc, Daily Wagers, Need-Based and Other Temporary Workers) Bill, 2025.” The Bill is designated as Private Members’ Bill No. 8 of 2025 as per news agency JKNS.
The proposed legislation seeks to provide a legal framework for the regularization of thousands of adhoc, contractual, daily wage, need-based, and other temporary workers who have been serving in various government departments for years without permanent status or benefits. If passed, the Bill could bring long-awaited job security and service benefits to these employees.
Sources in the administration indicate that this step is also expected to enhance efficiency in public service delivery by integrating these experienced workers into the mainstream government workforce.
The move has already triggered widespread appreciation from employee unions and political leaders, who have consistently advocated for the regularization of such employees. However, the final outcome now rests with the Legislative Assembly, which will deliberate on the Bill in the ongoing session. (JKNS)
