“Strengthening Access to Justice Through Technology”: DISHA Tele-Law Regional Workshop at SKICC on Feb 17

New Delhi, Feb 16 (JKNS): The Regional Event cum Workshop of 2026, is being organized under the Tele-Law initiative of Designing Innovative solutions for Holistic Access to Justice (DISHA), a Central Sector Scheme which is being implemented by Department of Justice under Access to Justice division, Ministry of Law and Justice, Government of India.

The Workshop is set to take place on 17th February 2026 from 12:00 noon onwards at the Sher-i-Kashmir International Convention Center (SKICC), in Srinagar, J&K, as per news agency JKNS.

The workshop is being convened as part of the Department’s ongoing efforts to strengthen access to Justice through technology-enabled legal services and to foster informed deliberations among key stakeholders.

The event will commence with the mass singing of National Song of India, “Vande Mataram” to mark 150 years of the National Song which is to celebrate its spirit & unique role in the history of India.

The event will also highlight the key outreach and implementation channels of the ‘DISHA Scheme’ of the Department of Justice (DoJ), aimed at strengthening legal literacy and access to justice nationwide. One of the event segments, “DISHA Yojana ke Aayaam: Sugam evam Sulabh Nyaya tak Pahuch”, will showcase the scheme’s initiatives in promoting legal awareness through community outreach programmes, digital campaigns, and partnerships with educational institutions and civil society organizations, with special focus on reaching marginalized and vulnerable communities through simplified and technology-enabled platforms.

The event will also showcase the presence and work of the DISHA Scheme in Jammu & Kashmir. In the segment titled “DISHA in J&K: Ek Jhalak”, the initiatives of the scheme in promoting legal awareness and improving access to justice in the Union Territory will be highlighted.

One of the highlights of the event will be the felicitation of achievers associated with the DISHA Scheme of the Department of Justice (DoJ), recognizing their significant contributions to promoting legal literacy and improving access to justice. The ceremony will honour individuals and institutions who have advanced the objectives of the scheme through dedicated outreach and community engagement efforts.

Furthermore, the event will include the release of DISHA annual e-calendar, which will serve as a structured roadmap of the Department of Justice’s key activities, campaigns, and awareness programmes throughout the year.

The event will be graced by the presence of Hon’ble Shri Arjun Ram Meghwal, the Minister of State (Independent Charge) for Law and Justice, Hon’ble Lieutenant Governor, Shri Manoj Sinha and Hon’ble Chief Justice, High Court of Jammu & Kashmir and Ladakh, Shri Arun Palli.

Around 800 participants will attend the event in person, including Hon’ble Judges of the Jammu & Kashmir High Court, Jammu & Kashmir High Court Officials from High Court Registry, Officials from State Legal Services Authority Jammu & Kashmir, Advocates from the Bar Associations in Jammu and Kashmir, Government Counsels, Judicial officers, Village-Level Entrepreneurs (VLE) from Common Service Centers (CSC), Faculty, and Law students from School of legal Studies, Central University of Kashmir and Kashmir Law College, Vitasta School of Law and Humanities, Director/Registrars/ as well as senior officials from both Central and State administrations. In addition, several citizens and stakeholders of the Department of Justice will join the event through virtual mode.

The Regional Workshop on Tele-Law Programme, organized under the DISHA Scheme of the Department of Justice, is part of the Government of India’s broader effort to strengthen access to justice through awareness, capacity-building, and technology-enabled service delivery. Such regional workshops are being conducted across the country to engage State administrations and stakeholders, review implementation progress, and further strengthen last-mile Justice delivery mechanisms. Today’s workshop in Srinagar, Jammu & Kashmir, provides an important platform for focused deliberations on enhancing the reach and effectiveness of Tele-Law and other Access-to-Justice initiatives across the region.
