Srinagar, Aug 11 (JKNS): The Jammu and Kashmir Government has notified a consolidated set of instructions governing sanction and payment of ex-gratia relief under Security Related Expenditure (SRE), with revised provisions for police personnel, defence and Central Armed Police Forces, government employees, civilians and damage to property.
The instructions have been issued vide Government Order No. 1387-JK(GAD) of 2026, dated August 10, 2026, and supersede Government Order No. 1716-JK(GAD) of 2025 dated December 3, 2025, a copy of which lies with news agency JKNS stated that, as per the order, an ex-gratia of ₹7 lakh will be payable for the death of police personnel under the Police Welfare Fund, while ₹5 lakh will be provided from the J&K Government State Budget. For the death of Special Police Officers (SPOs), ₹5 lakh has been prescribed, while ₹2 lakh will be payable in cases involving death of ex-servicemen.
For police personnel suffering permanent disability, an ex-gratia of ₹75,000 has been prescribed, while cases of partial disability will also be covered as per the notified provisions.
For defence personnel and Central Armed Police Forces, the order provides ₹25 lakh for the death of a domicile killed within the Union Territory of J&K in a militancy-related incident, while ₹25 lakh is also prescribed for a domicile killed outside J&K. For non-domiciles killed in J&K, ₹5 lakh has been prescribed.
The order further provides ex-gratia relief for permanent and partial disability of defence and paramilitary personnel as per the specified provisions.
For government employees other than police personnel, the order provides ₹2 lakh for the death of magistrates and ₹1 lakh for the death of other employees. An amount of ₹75,000 has been prescribed for permanent disability, ₹5,000 for serious injury involving hospitalisation for more than 24 hours, ₹1,000 for hospitalisation of less than 24 hours and ₹500 for minor injuries requiring only first aid.
The order states that ex-gratia relief for government employees will be admissible only where death, disability or injury occurs as a consequence of, or during the performance of, official duties.
For civilians, the order provides ₹1 lakh for death, ₹1 lakh for death in shelling incidents along the LoC, and ₹75,000 for surrendered militants. An amount of ₹1 lakh is also prescribed for death of militants-turned-informers, while ₹5,000 will be payable for permanent serious injury involving hospitalisation for more than 24 hours and ₹1,000 for hospitalisation of less than 24 hours, besides ₹500 for minor injury.
The order clarifies that civilian ex-gratia relief will be admissible only to persons who were killed, disabled or injured innocently and were not directly or indirectly involved in actual violence or its instigation.
Regarding damage to immovable and movable property due to counter-terrorist activities, the relief will be apportioned subject to an overall ceiling of ₹10 lakh per case, with ₹7 lakh applicable in respect of immovable property and ₹3 lakh for movable property, or the actual assessed loss, whichever is less, as verified by the District Screening Committee.
For damage caused by shelling/firing from across the border on the IB/LoC, relief has been prescribed at 50 percent of the assessed loss, subject to the notified ceiling.
In cases of damage to immovable property caused by bomb blasts or other forms of sabotage, ex-gratia relief will be equivalent to 50 percent of the assessed loss, subject to a maximum of ₹1 lakh.
The order provides that ex-gratia relief in such property-damage cases will be sanctioned by the concerned Deputy Commissioner on the recommendations of the District Level Screening-cum-Coordination Committee.
A person aggrieved by the Deputy Commissioner’s order regarding assessment of damage to immovable property may file an appeal before the concerned Divisional Commissioner within 30 days.
