Srinagar, May 16 (JKNS): The Jammu & Kashmir Civil Engineers Gazetted Association (J&KCEGA) on Friday welcomed the reorganisation of the Jal Shakti Department, terming it a progressive, balanced and institutionally strong reform aimed at improving governance, engineering efficiency and public service delivery across Jammu and Kashmir.

In a statement as per news agency JKNS, the Association expressed gratitude to the Jammu and Kashmir Government for undertaking what it described as a landmark restructuring process without disturbing the existing top administrative hierarchy of the department.

J&KCEGA particularly thanked Chief Minister Omar Abdullah, Jal Shakti Minister Javed Ahmad Rana and Additional Chief Secretary Shaleen Kabra for their leadership and intervention in ensuring a rational and professionally balanced reorganisation.

The Association stated that the reforms address several long-pending structural and functional requirements within the department and reflect the Government’s commitment towards strengthening the technical and engineering framework of the Jal Shakti sector.

J&KCEGA welcomed the creation of the post of Secretary Technical, establishment of a separate Design, Inspection and Quality (DIQ) wing, and creation of Superintending Engineer offices for Hydraulic Circle Jammu-II and Hydraulic Circle Bandipora.

The Association also appreciated the formation of six new divisions, including Hydraulic Division Gandoh, Hydraulic Division Gurez, Hydraulic Division Tangdar, PHE Division Mendhar, and two Water Quality and Monitoring Divisions for Jammu and Kashmir.

It further hailed the restructuring of Mechanical Sub-Divisions, creation of 43 posts through rationalisation, encadrement of 10 posts, reassignment of 137 posts, and revision in deputation and leave reserve provisions, saying these measures would significantly improve manpower planning and field implementation.

The Association also expressed satisfaction over the continuation of the regularisation process in the Jal Shakti Department, while observing that a similar process was still lacking in the R&B Department. It expressed hope that the Government would address the issue in the interest of engineers and administrative efficiency. (JKNS)
